Brief Description:

Resonance is seeking candidates to join our team in the role of Deputy Chief of Party for one of several anticipated Task Orders under the anticipated USAID-funded Water and Development IDIQ Follow-on (WADI II). The DCOP will work closely with the Chief of Party, USAID representatives, members of the Resonance home office project management team, and other internal and external stakeholders to ensure that the project’s deliverables are achieved in a timely and highly responsive manner and in compliance with the requirements of the contract, and the Client and Resonance rules, regulations, and procedures. S/he will oversee and manage various financial, administrative and operational components of the project, and provide leadership in project contract and subcontract management, budget oversight, staff and consultant mobilization and management, client relationship, and HR management for the project.
WADI II is expected to support USAID missions, bureaus, and other operating units in implementing USAID’s component of the U.S. Government’s Global Water Strategy. Task orders implemented under this IDIQ will reflect the Agency’s strategic direction in the water sector, including improving health outcomes through the provision of sustainable water, sanitation, and hygiene (WASH) and managing agricultural water sustainably and more productively to enhance food security.
This will be a full-time exempt position based in a location to be determined following the release of the Task Order, reporting to the Chief of Party. Ability to travel as needed is required.


• Supports overall tactical allocation and coordination of the project resources on behalf of client
• Works with the Task Order team and Resonance home office to ensure that all activities are carried out in compliance with USAID regulations and Resonance policies/procedures in an efficient and responsive manner, providing or soliciting guidance when appropriate.
• In close collaboration with the COP and Resonance HQ staff, monitors the project budget, including tracking of expenditure and forecasting, and contributes to development of scopes of work, implementation plans, budgets and forecasts
• Responsible for project subcontractor relationship management and ensures proactive and compliant mobilization of subcontract expertise.
• Serves as a key liaison between the Task Order team and Resonance HQ on all matters related to project financial management and operations, and assures smooth coordination on all logistics, contracts, financial planning and reporting, and other administrative matters with Resonance HQ staff.
• Plays key role in managing Task Order expert consultant roster, working with COP, Recruiter, and home office team identify and field US and international consultants for both US-based and field-based assignments.
• Keeps COP and Resonance Home Office apprised of issues related to project management and implementation
• Works effectively with technical staff and support staff members to assure timely completion of administrative deliverables.
• Supports the Chief of Party in technical direction and management, as directed.

• Master’s degree, preferred in Business Administration, policy administration, or other related social science
• Minimum 7 years’ experience required in the management of one or combination of the following: WASH, water resource management, and/or development programming, with emphasis on the operational management of such programs, and particularly in the identification and recruitment of suitable candidates for assistance
• Fluency in English required
• Demonstrable experience working with teams, with strong interpersonal and relationship-building skills
• In-depth working knowledge of USAID projects, and the U.S. Government rule and regulations (including but not limited to FAR, AIDAR, ADS, and CFR)
• Extensive practical experience in project financial management, contract administration, compliance, and other project operations and management areas
• Effective oral and written communication skills, including strong writing and editing capabilities
• Strong skills in effective client relationship management, including management of relationships with USAID counterparts
• Strong organizational skills, attention to detail, ability to multitask, and ability to work well under pressure
• Eligibility to work in US
