Brief Description:

Resonance is seeking candidates to serve as Senior Technical Advisor/Task Order Manager for an anticipated USAID-funded activity focused on providing analytical services and products to inform the strategic planning, design, and implementation of USAID democracy, human rights, and governance (DRG) programs. The contract will help ensure that USAID’s DRG strategies, programs, and activities are based on in-depth, well-informed analyses; valid data; and best practices in the DRG field. This is a full-time position based in Washington, D.C. reporting to the Director of Resonance’s Secure Communities practice.


The Senior Technical Advisor/Task Order Manager will bear primary responsibility for technical aspects of task order performance; recruit high-quality and experienced teams for DRG assessments, research, and strategy development; and ensure overall technical quality. S/he will serve as the primary point of contact to USAID and contribute to successful, positive relationships with the client and other key stakeholders. In addition to technical oversight, s/he will be accountable for effective financial and operational management of the activity.


• Demonstrated technical expertise across a range of DRG sectors, including rule of law and governance; civil society and media; elections; human rights; and political transitions.
• Extensive experience conducting DRG analytical and strategy support tasks.
• Extensive experience providing technical oversight of analytical products developed by others and ensuring overall technical quality of the products.
• Minimum of five (5) years of experience managing/supervising comparable contracts/task orders with a U.S Government foreign affairs agency, international assistance organization, or non-governmental organization.
• Demonstrated experience recruiting technical experts with limited notice and managing multiple analytical assignments simultaneously.
• Demonstrated experience liaising with high level representatives from both the public and private sectors.
• Demonstrated experience managing teams, with strong interpersonal skills.
• Outstanding written and oral communications skills.
• PhD and eight (8) years of experience; or JD/LLM and 10 years of experience; or MS/MA/MBA and 12 years of experience in relevant field.
• Familiarity with USAID regulations and compliance requirements preferred.
• Eligibility to work in the US
