Brief Description:

Resonance is seeking a Business Development Manager to provide critical business development and proposal management support across our growing Government Services business units. The Business Development Manager will support technical teams in identifying, prioritizing, and pursuing business development opportunities. As a key member of the Business Development team, the position will serve as a resource for Resonance’s Business Development needs across practices, coordinating pipeline development, managing proposals, monitoring proposal progress, and providing strategic analysis of Business Development efforts. Successful candidates will bring relevant and extensive USAID or other donor new business development experience. Candidates should demonstrate skills in strategic thinking and resourcing, and be highly adept at establishing, building, and maintaining interpersonal relationships with internal staff, clients, and partners. We are looking for a self-starter with strong writing, communication, interpersonal, strategic thinking, and management skills with a demonstrated interest in proposal and new business development. This is a full-time position based in Washington, DC, or Burlington, VT, reporting to the Senior Manager, Business Development. Ability to travel internationally on short notice, and US work authorization required.


Identification and Tracking of New Business Opportunities
• Identify and track Business Development opportunities and liaise with potential internal and external partners
• Conduct research needed to inform opportunity tracking and proposal development
• Provide ongoing strategic analysis of Resonance’s Business Development efforts to inform strong decision-making and planning
• Develop a clear understanding of the current project portfolio, staff and firm capabilities, and communicate to potential consultants and clients
• Develop capture plans for assigned opportunities and support practice area teams in developing capture plans
• Research opportunities with new clients and new partners
• Maintain and report on metrics for proposals and business development efforts
• Manage CRM platform

Proposal Development and Coordination

• Serve in key leadership roles on proposal efforts ensuring that Resonance’s best practices and quality standards are employed during proposal preparation and submission
• Contribute to the proposal development process as a proposal lead, proposal manager, technical coordinator, personnel manager, and/or corporate capabilities writer depending on the size/scope of proposal as needed
• Demonstrate technical competence in work products and review and provide comment on new business development, including technical input on proposal sections and documentation
• Coordinate with prime contractors and subcontractors to ensure timely delivery of required cost, technical and supporting documents required for proposal submission
• Conduct and design periodic trainings on opportunity capture and proposal development for staff
• Maintain up-to-date and continuously improve proposal manuals, templates and boilerplate materials, including ensuring most cost effective and efficient approaches to pricing and cost proposal development

Editing and Marketing Materials

In coordination with the Communications Team:
• Draft and develop project 2-Pagers and maintain project descriptions up to date by working with our project implementation team
• Develop capabilities statements for partners and clients
• Assist in the development and writing of new marketing materials as needed



• Bachelor’s degree in business, international development, economics, or a relevant field required; Master’s degree preferred
• At least 4 (four) years of experience in business development for federal clients and donors, preferably including USAID, DOS, MCC, DFAT, and/orDFID
• Experience in the full cycle of business development including pre-positioning, pipeline development, capture, and proposal management
• Ability to conceptualize and write proposal or report sections of at least 10 pages in length
• Ability to mentor teams in all roles of the proposal development process
• Knowledge of US Government proposal processes and contracting mechanisms, familiarity with USAID
• Excellent knowledge of MS Word, Excel, and Powerpoint
• Strong project management, analytical and time management skills; highly organized and detail-oriented
• Outstanding communication skills verbally and in writing
• Ability to manage teams, initiate tasks, organize work, establish priorities in a time-sensitive environment, and meet deadlines with specific attention to detail and quality
• Good interpersonal, group facilitation, and motivation skills
• Experience in tracking industry trends, federal spending, and awards
• Extensive network of industry contacts
